California Voting Rights Act

The use of at-large election systems has long ensured limited access to political power for communities of color.  As a result, the needs of the families living in these, predominantly Latino, communities have historically been unmet.  The use of at-large elections in these jurisdictions has systematically limited the ability voters of color have had to elect a candidate of their choice, has limited their influence in local public policy and therefore hampered equitable representation on the local governing bodies and commissions.
